what is to be done about the woefully poor Java bug database?

It takes several minutes just to execute a login attempt at bugs.sun.com. I 
seem to remember (can't check since I can't login) that you could only vote 
for 3 bugs to be fixed, and there's a backlog of bugs for years... (the 
latest bug I'm running into is 
http://bugs.sun.com/view_bug.do?bug_id=4724038)

Is there anything a lowly developer can do to lobby for improvement?
