All systems can be compromised.  Some have better security models than others...

You can get the java compiler as part of the Java SE JDK download
listed on http://java.sun.com/javase/downloads/index.jsp .  Make sure
you download the JDK and note the JRE.  After you install (on a *nix
platform) you should be able to find the compiler under bin/ .  It's
called javac.
