In this case, you may try this:
Language Java, Category Tabs and Indents:
Right Margin: 0
Continuation Indentation Size: 0
Then format (well if the format was in list at the beginning you have to suppress the indentation at the beginning of line).

the Tools => Options => Editor => Formatting, options do not offer
this ability.  it offers many other convenient formatting options,
just not this one.
