Hello all. The attached image is what happens when one regular window
is on top of another window with scroll bars. No matter what the
zIndex of these windows are, the scroll bars always show through. Am
I doing something incorrect? (For your reference, the RAILS window is
underneath, and it has the scroll bars. The Dashboard window is on top.)
