In a recent thread I faced something similar. Try putting the domain in 
the Trusted Sited in IE (even when it is in the intranet or on 
localhost!). Restart (all) IE and check if it solves the problem. If it 
does, then check your "Binary and script behaviors" setting under 
Options, make sure it is enabled, possibly check other security-related 
settings. Remove the site from the Trusted Sites list and check if it 
works now. Continue this process until you find what setting is causing 
the slowdown (if any).
