doh, looks like the kernel is notifying us that a new device is connected before it's present in the devnode topology was actually there...something must have changed in the 2.4.32 pre-series. I added a 1 second delay to be safe, altho it seems just a couple ms is enough, at least for an unloaded system. try the code from CVS and see if that works.

Are you going to persue anything with the linux usb guys to get their behavior fixed so that you can avoid the timing delay work-around?
