I haven't personally tried compiling the alpha windows package for a long 
time.  You do have to have a Windows DDK installed, I used the 2000 DDK, 
although the XP DDK is the latest.  I think the XP DDK is available for 
"free" from m$ (I had to pay about $20 for "shipping" of the CD).

Beyond that, I don't know what the problem is...you probably have more 
Windows experience than I do ;)  Someone else on the list may be able to 
help.
