IBM has not released a Windows version, but perhaps you can inquired on the javax.usb mailing list...

Sir,
We, engineering students from Kerala,India are
doing our final year project on Remote Device Control
System .
For this purpose we need to read data from Usb
port and we are supposing to use Javax.usb package.
No registered windows implementation is currently
available .We are glad to know that IBM has
implemented an unregistered version for the same.
We expect you to help us in this regard by
providing us with this package.
