The problem has been solved.
I have to remount usbfs to /proc/bus/usb by myself.

Make sure you are using the latest code from CVS, the last released
packages do not work with the latest kernels.

Also, you need to have read-write access to the device nodes
/dev/bus/usb/*/* (which on my system are really /dev/usbdev*).  You
should be able to edit your udev rules to adjust the permissions, or
just run javax.usb as root.
