I found my root problem.  On the Xubutu/Ubuntu system I'm building javax-usb
on,
I installed ant, but I didn't install 'ant-optional'.  After an
sudo apt-get install ant-optional   the ant build in the javax-usb-ri-linux
worked
correctly.
