I'm afraid that "JAWS doesn't read the numbered graphics as it should" 
really doesn't give us much help. Are you saying that it doesn't read them 
at all or that it somehow reads them incorrectly? You went on to say that 
you can get your JAWS cursor to the graphics, so I'm afraid I'm more than a 
little confused. I've had no problems labeling graphics in 8.0, so if you 
can perhaps be a little more specific as to what you're doing and what the 
results are, I'm sure somebody can help out.

JAWS is relying more and more on MSAA for graphics information in Outlook 
Express than it used to, but it's still possible to label graphics in that 
program.

There's got to be something wrong with my JAWS and Outlook Express.
I've done a JAWS repair with my disk, with no change.
Even with all graphics on, JAWS doesn't read the numbered graphics as it
should, and I still can get my JAWS cursor to the graphics for labeling.
I've checked my read settings and all appears normal there as well.
