If you will access the configuration manager from the application you want
to turn on the tool tips in, then you can go to the verboscity settings and
select the level of verboscity you are using and turn it on for just that
application.

Are you wanting to activate the tool tips in a particular application
or just want to be able to do it without going into the configuration
