One thing that can be tried is to open Outlook Express options by pressing ALT+T, then the letter O while in the Inbox. Press CTRL+TAB three times to navigate to the Reply page and press TAB until you hear "Reply to messages using the format in which they were sent" and make sure this is unchecked. Then, press TAB again until you can change the format in which your outgoing mail is composed and set this to Plain Text. See if this improves things.

I have also experienced very sluggish response when forwarding or replying
to a message if that message was sent as html.  I've always just accepted it
as the nature of the html beast.

Do you experience this sluggish behavior on text messages?
