Your ISP is who ever you buy your Internet Service from.

Some assign a fixed IP address while others use what is known as a DHCP 
method which allocates you an IP address only when you need one. This seems 
to be becoming the preferred method. I suspect it is how your provider does 
it but it is not necessarily so.
