Yes, the BrailleNote is a 'note-taker' and comes with some of its own standard 
keys applied when using it as a braille display with a screen reader.  I know 
that you can do other things like PC editing with the Pac Mate.  Could you be 
in the wrong mode?  

When you try to apply a braille hot key, you need to be in the keyboard 
manager, usually the default keyboard manager.  After you hit ctrl+a to add the 
keystroke, tab to ok and enter.  You will be asked, "are you sure you want to 
change..." and you should answer yes.  Also, use the braille display's (Pac 
mate's) own keys.  If you don't like a hot key, you can change or delete it, 
same dialogue.  Again, if you want to save your changes you answer yes to the 
prompt when exiting.
