You use the Alt button to get to the menu bar and tab over to Actions then down arrow to voice/video then right arrow to start a voice conversation, then enter and wait till the person accepts the invite then messenger will connect and you should hear them... Now if they send you an invite you would use Alt+c to accept and start the conversation.
