Hi, yes I've tried that, and it's still acting like there is something else taking focus, but I can't find anything other than what is usually running.

Make certain all programs are minimized and then tab into outlook and see if you still have the problem. Something that may help is to close JAWS (make certain you have a "hot key" to restart it) and then restart JAWS. I have a similar problem whenever my atomic clock program polls the central clock; it stays up on the screen (to JAWS any way) no matter how many times I hit the "OK" button.
