Make sure you are set to structured mode in the configuration manager.
It sounds like it might be set to line mode.

Hi all,

At work I am using jaws 7.1 pro.  I work all day long in various microsoft
access databases.  When all the blind staff were upgraded to JAWS 8 a couple
months ago, I had a lot of trouble with it in our databases and with the
braille display and asked to go back to 7.1, which had worked quite well.
The problem was that jaws was either reading too much in a record, such as
reading every field in a form all at once, instead of reading each
individual field as I tabbed through them. and it wasn't reading enough at
other times.  The braille display was showing far too much and not showing
the necessary information.  Here's an example.

let's say I'm in a person's admissions record.  I am tabbing through a phone
interview form which has edit fields and combo boxes where I have to enter
or select information.  The person's name is john Smith.  The braille
display will show Smith, John, phone interview report and several other
words but may not show me the actual field or the information I have entered
or someone else has entered in the form.  But jaws may read that current
field and the next six all at once.

So, I stayed with jaws 7.1, but something had gone crazy when we did the
uninstall of 8.  Yesterday, the IT people came and uninstalled all of JAWS
and reinstalled only 7.1.  And now, all those same problems are happening
again.  it is frustrating and slows down my work to some degree.  I am
trying to figure out if there is a setting or configuration I should change.
I've checked and rechecked all the obvious ones like making sure highlighted
text is checked for screen echo.  There don't appear to be any verbosity
options for Access when I bring up the verbosity dialog with insert V.  If
I'm going to have the same problems now that I did with jaws 8, I might as
well let IT upgrade me to that one if I have to use internet explorer 7, as
I mentioned in another post.

Anyway, if anyone has any idea of what could be causing jaws to work this
way or what I could do to change it, I'd be thrilled.  I have worked in MS
Access for years and never had this kind of problem.  

again, I'm currently using jaws 7.1 pro, windows XP pro,, MS access 2003 and
a focus 40 braille display.
