Hi Siobhan,

I am one of the engineers working on gmail basic html interface and
responsible for bringing settings pages (including forwarding and pop) as
well as some of the other accessible features. I would like to think that
Gmail is doing much better with section headers, access keys and other
changes we did, but I am sure my work is not done. In anycase, I would like
to give you the following link which takes you to the help pages for basic
html view:

(you can also get to this link by searching for 'gmail help accessibility'
in google)

Do revert back once you checked out the page and tried some of the access
keys and such. Oh btw, in Internet Explorer access keys require that you
press them with Alt, so Alt + C takes you to compose mail link.
