Judging by the name of the e-mail attachment, it looks like an e-mail 
message that has been forwarded to you by someone else.

the ".eMl" at the end indicates that it is an e-mail message that has been 
saved to a hard drive or something like that.

I know that when you save an e-mail message to your hard drive or folder on 
your hard drive, it saves it as a dot EML extension.

So, I think if you pick what ever e-mail client you use to read your e-mail 
as the opening program, you should be good to go.

On the other side of the coin, there could be hundreds of programs 
associated with that extension, not necessarily e-mail, so scanning it with 
an anti-virus program may be in order just to make sure it doesn't contain 
malware or some other harmful little bug.

The other thing I think should be looked at is why your computer isn't 
associating this file with your e-mail client.

Even if it is created by another program other than an e-mail client, I 
think Windows recognizes this extension as an e-mail extension, so it would 
bring up your default e-mail client automatically.

I would try rebooting your computer, than trying to open the file again.

If it still doesn't work, check out your program associations in your 
Internet settings.  I think you'll find them in the programs tab of your 
setting dialog box.

Make sure that your default e-mail client is picked, as this may be the 
cause as to why Windows isn't recognizing it as an e-mail file.

Now, it may be possible that Windows doesn't recognize this file type by 
default, in which case, disregard my previous comments as the ramblings of a 
madman, smile, and in that case, all you have to do is associate it with an 
e-mail client, and you're good to go.
