You could try using "dial whenever a network connection is not present" (2 
of 3).  Your laptop will not attempt to dial when you have it set to "never 
dial a connection".

Thanks much, Mark. Follow-up: if I make this change, when traveling, would
my laptop automatically recognize if I used the dial-up or I'd continue to
have to switch back and forth? Up until this problem first began, if I were
traveling and used a dial-up, the computer automatically recognized that
port was being used and brought up my Connect Using... box so I could type
in the number. It isn't a dealbreaker if I need to switch the settings every
time I travel, but sure be nicer to have the box automatically figure out
which means of connecting I was using, as it used to until recently. Thanks!
