Estelita,
With the older jaws I think you need to go into the configuration
manager by pressing insert F2.
Then go to alt S for settings.  Go to Synthesizor, then make sure that
allow wav files is checked.  Go to OK and save.

Wow! I had similar problems using JAWS 3.7 and Windows ME. I think by
today's standards, you will hardly receive this message now due to
better handling of sound devices I think. Can't help you on the actual
problem, but it's just amazing that there are some folks on here using
old technology. 
Not being critical I hope?
