They can be about the same thing but one can group a number of addresses under one contact, say your needle point class or your rugby team.
On our corporate system we don't control our address book, it contains the addresses of others on the enterprise so added addresses have to go into the Contacts folder. I can't say if this is usual behaviors, I don't think so because although I don't use Outlook on this computer I can and it does allow me to enter address into the address book.
