Hi there,
You might be thinking of User Account Control (a security mechanism 
(consent.exe) that blocks unauthorized installation of software, changing 
advanced settings without permission, etc.).
Go to Start/Control Panel/User Accounts.Then go to "Turn User Account 
control on or off" link. There should be a checkbox to enable this feature. 
If you want to leave it on (this is the default setting by the way), leave 
it checked. If you want to disable UAC, press SPACE to clear it then press 
Enter. Remember that you'll need to restart your computer.
