Hi, Not exactly a JAWS topic, but I'll answer because I think UEBC is in JAWS 9 and there are bound to be some questions.
UEBC stands for the Unified English Braille Code. That is, all English Speaking countries are, theoretically anyway, supposed to be gradually adopting this code. Indeed, some English Speaking countries, such as Australia, already have adopted it. This means that, whatever English country you live in, Braille should, theoretically, look and feel pretty much the same. To this end, not many changes have been made, at least where I live in England. The only things you will need to be made aware of are a few contractions which no longer exist, such as dot6y and dot6n. Also, contractions which previously had more than one interpretation depending on context, such as dots356 (was/by) now only have one interpretation. This means that signs such as dots235 (to) no longer exist and to should be written out in full. The final change which UK citizens may find irritating is that the capital sign is now obligatory. The US nemeth mathematics code has not been adopted in UEBC, meaning that US citizens will need to re-learn Braille mathematics if/when UEBC is adopted. This is, I think, the main reason why the US has not adopted it; the main reason for the UK not adopting it is, of course, the obligatory nature of the capital sign. Now, having said all that, I am in no way an expert on the intricacies of UEBC; what I have said here is all that I know. I hope this is helpful information anyway. I would suggest visiting websites such as www.bauk.org.uk or www.brailleauthority.org for more detailed information.
