GoldWave and several other sound editing packages will allow you to do this, as will most CD creators such as Roxio, Nero and Record Now from Sonic.
You can't simply copy the files, sadly. The .cda format and the .wav format are very different. Another way to go is to use a software application which creates a mirror image of the CD you want to copy. What I do is this: I rip CDs into separate directories, then use Sonic to select songs, etc. to burn onto another CD. The process is almost automatic with Record Now. Any freeware or shareware jukebox program should allow you to do this. No money required to try anything out, but it will take some time for you to find the app and interface that work best for you.
