You probably know this but on my Jaws 8 1. Pressing K will cycle you through the place markers on a web page. 2. Pressing Control Shift K will bring up a list of place markers on a page to navigate to and also provide the option to place a marker.
Personally I have never used a control shift number method as I find pressing K repeatedly gets me pretty quickly to where I want to go.
