Actually you have to go to the "Start, Settings and then the Taskbar and Startmenu" menu option. [Ctrl]+[Tab] to the "Notification Area" Tab. [Tab] over to "Hide Inactive Icons" checkbox and press [Spacebar] to uncheck it and press [Enter] to say [OK] which save changes.
Now Windows Vista won't automatically hide icons for programs that have been inactive for a while residing in your "System Tray.
