What I do is to uncheck displaying the clock in the system tray altogether. I think this option is found in the startmenu/taskbar properties if I remember correctly.
jaws's jawsKey+f12 announces the time regardless of whether or not the clock is displayed and any clock or chime scripts connected with jaws will work too.
