You might want there to be no speech at all, but still be able to use braille, for example. That's one way of achieving this. Not every application will have a JAWS config file, particularly if JAWS has neither been configured for or seen it before; and in that context there is no reason why there wouldn't be an unseen (to JAWS) self-voicing application out there.
