The effect is vertically listing the folder's contents. In Windows 10 File Explorer using the list view does not list the items so that using up and down arrow keys moves focus to previous or next items. When you use the CTRL shift 8 command, the change is only made for the current folder. If you go to the view tab of the ribbon and get into the folder options and switch to the view tab you will find a button to apply the view of the current folder to all folders of the same type. If you use that button then in your documents folder's subfolders that contain documents should use the same view. The changes will be retained for your documents folder and subfolders. However, the change will not apply to folders containing different types of files such as in Music or Videos. You can make the change in those folders and use the Apply to all folders option in the folder options to cause the parent folder and all subfolders of that type to keep the change you make. Use CTRL with shift and 8 to have the files listed without being able to hear the headers with the right and left arrow keys. This is if you are using a U.S. keyboard. Take care.
