The most consistent way to start Narrator is to use the Run dialog.  I have
read that an upcoming major update to windows 10 will change the keystroke
for starting Narrator from windows key+enter to Windows key+alt+enter.

There are several ways to start Narrator depending on which version of
Windows is being used, however one way is common in Windows 2000 thru at
least Windows 7, and probably 8 & 10.
Open the run dialogue and type:
narrator
and then press enter.

Windows XP:
Press Windows key + U, to open the utility Manager, then Alt + N to start
Narrator.
Note: if Narrator is set to start with the Utility Manager,then the second
keystroke is not needed.

Windows Vista, 7 & possibly 8:
Press Windows key + U, to open the Ease of Access Center, and then Alt + N
to start Narrator.

Windows 10:
Press Windows key + Enter to start Narrator.

Note:
It is my understanding that the keystroke for starting Narrator is supposed
to change in a later update to Windows 10.
