Yes it does, what is more you can have a seperate dictionary for each program as well as a global one, just like you can have different settings for programs.

To access it, use the JAWS key, usually insert, plud D. This will get you the dictionary manager for whatever program you were in when you invoked it. To get to the default or global dictionary, if the dictionary manager is asking to create a new dictionary, just press Escape, otherwise, the dictionary manager will load with the already existing dictionary loaded, to get to the default of global dictionary from here just press control+shift+D, just like in the settings manager.

After you added, edited, or removed some words, press control+S to save the dictionary, then press Alt+F4 to exit, if you forget to save, the dictionary manager will remind you when you try to exit.
