An alternative, even simpler method is to open the shortcut dialog of any application, including IE. The quickest way to bring up this dialog is probably to press control-enter on the relevant icon on the desktop. Control-enter brings up properties, and the first dialog in properties in the one for shortcut. Tab through to the combo box asking which size window you want the application to open in. Make the selection and tab to apply, then to okay.
