My husband had a Toshiba like that, and I put a velcro dot the size of the
sensor so he wouldn't accidentally touch it.  This was in 2007, and we have
had Toshibas ever since, and the mute key seems to be the F12 on the ones we
have had so far.

A Toshiba technician turned the touch sensitive panel off for me.  He had to
do some research to figure out how to do it.

I'm using windows 10 on my laptop, I know that it has a sensor if you go
near the power switch, it mutes the sounds on my laptop.
Does any one know how to turn off this feature?
