I googled that and the suggestion was that it was a driver and the document should be printed to pdf. Also, somewhere in there it said that the file was not "tagged." I think that would make reading it with accessibility in mind a bit messy. I don't really know all of the details about creating pdf files. I also don't know much about the pro version of adobe; however, at work before there was convenient OCR, the pro version was really handy because it could do the OCR on those images we all love so much! Unless you are going to create PDF's in adobe, I don't think you probably need the pro version, since convenient OCR is available in JAWS. If I am wrong about any of this, someone will let us know. BTW, how were you able to find the creator of the doc, and how did you guess a step was skipped in the doc creation, and where and how do you get the full Acrobat version? If not, I did a little research, and it seems that online, it is not accessible. But if you print it to pdf, you can actually read the document. I don't think it is fillable, at least it wasn't in Acrobat DC, but you could either print it and have someone sighted fill it in, or there is a chance it is fillable using the full version of Acrobat. One of the city employees in HR says it is fillable online. I'm going to try other browsers to see if they can pull up an editable adobe doc.
