Sometimes it happens me on Windows 10 Insider Preview builds. Usually I resolve this by using Touch Cursor with Advanced Object Navigation Mode to find the Logon screen window and, beneat it, the Password edit box. When I find it, I press ENTER to route PC cursor as normal.
