Mike, I haven't used this option, but I just went through the process to confirm that it works.
JAWS key+v for JAWS quick settings Type "Personalize" in the edit field that comes up right away. Arrow down to the sole search result, "Personalize Web settings" and press enter. On my system, I'm told ten items appear. Arrow down to the forms mode options, press spacebar repeatedly to cycle through the options until you find "manual." Tab to Okay and press spacebar. I can't be sure that this keeps your chosen setting permanently or just for the current view, but I'm guessing it's permanent.
