You do use shift for other things as well.
But on my dell witch is 3 years old and on win ten i only need to press shift plus f 10 to do context menu.

my  Fn key is also disabled, the Fn key is only for the F keys.  you still
need to use the key for other functions.  at least I do.  try it to check if

I do not have to press FN on my dell laptop i have the FN key disabled.

on a dell laptop you must press the Fn key along with the second key to the
right of the spacebar to access the application key/ context menu
check if you have a Fn key on your keyboard!
