I can only speak to the file format used by Apple phones which is M4R
I use gold wave to save 30 seconds of a given file, IE normally wave. Then I
save that shortened file to M4A format which gold wave has no problem at all
doing. Then simply edit the file name in windows explorer from M4A to M4R.
You have just created your first ring tone.
