If you have Internet Explorer, press alt-h, then a, then v. In Outlook 2010,
this puts the message in IE, and it tends to be more easily read and navigated.
I hope it also works in 2016.

Subject: [JAWS-Users] Reading Certain Email Messages With Outlook

Dear List:

For some email messages, they are unreadable. I am using Office 2016 Outlook.
I get the following message when I open an email: "if there are problems with
this message as to how it is displayed, click here to view it in a web browser.
Click here to download pictures. To help protect your privacy, Outlook
prevented automatic download of some pictures in this message."

What do I do in these cases to properly read these emails? Thanks.
Regards: Ted Larson
