Microsoft Disability Answer Desk is partially correct.
The stable (released to the general public) versions of Windows 10 from
which the update to version 1709 is downloaded show update progress, but
only a general one and not for each update separately, therefore if there
are more than one update available you'll be unable to check individually
the progress of version 1709. Insider builds (those targetted to techies
who want to test Windows beta versions) show progress for each update
separately inside the list item of each update; you can see this info with
JAWS by using the Touch Cursor with Advanced Object Navigation enabled.
In any case, unlike NVDA and Windows Narrator, JAWS is currently unable to
report the progress automatically as it does in traditional (remember that
Settings is actually an Universal Windows Platform (UWP) app), so if using
JAWS you need to check the progress manually, even when Progress Bar
Announcement in JAWS is turned on.
Another alternative is to use the Media Creation Tool to download an ISO
file for the language and architecture you want and then mount and install
the ISO manually. Since the Media Creation Tool is a desktop app, JAWS will
read the download progress correctly. In the installation program the
percentage is said in text instead of a progress bar; no screen reader can
therefore report the change, but you can press INSERT+B or use
JAWS/Invisible Cursor even if you don't have JAWS 2018.
