Just having installed Jaws 2018, Windows 10 Creators Edition, I had a problem both with the built in scanning feature, and with an image based PDF. Using Insert Space, followed by O, followed by A, the scanner choices came up, the scanner scanned a page, and the virtual viewer came up on the screen. Jaws indicated that the page was right side up.
I was informed that the text was there visually, and the virtual cursor was active, but Jaws indicated, blank, blank, blank when trying to read the content. The exact same thing happened when I requested Jaws to recognize an image based PDF, the text was apparently visual on screen, but not read by Jaws using any cursor at all, just blank, blank, blank..
