Unless it has changed recently, the only way to edit the order of playlists
is with the mouse according to Apple. In a note from them in September 2015,
they wrote:
"Thank you for your reply. The Playlist items may be arranged via drag and
drop action. If JAWS has a drag and drop function, we recommend trying that
as a way to rearrange playlists."

I have editable lists made with version 11 or the first few versions of 12;
and I have uneditable ones created with iTunes 12.2.1 and later.  

My only suggestion is to uninstall the current version of iTunes and install
one of the older versions prior to 12.2; then create a large number of empty
playlists. He can then install a new version and the 'old' playlists will
still be editable. These can be used forever or if editing is completed,
these can be copied into uneditable playlist created with the newer version
for permanent storage. This is what I do when I have playlists I want to
burn onto CDs.

The playlist he has already made will be saved as long as he does not delete
the library- but it will remain uneditable without a mouse- however this
will give him the opportunity to copy it into an older version editable
playlist. HTH

I have a friend who uses jaws and has made himself a playlist using iTunes,
latest version. He cannot figure out how to move songs around in the
