Patti, We don't exactly know what you did because you're simply copying David Whitehead's instructions. You've done the right thing by creating the folder where you want certain messages to go. After that, I suggest you press the applications key, as you did, and arrow up to "Rules submenu." Press enter.
Put aside David's excellent but somewhat complex direction for now. Instead, tab through the various controls and listen carefully to each JAWS verbalization. Keep in mind your objective: to have Outlook send certain incoming messages to a certain folder. The rule and conditions will be applied.
