Have you tried the ftp download link instead?

Otherwise, its possible you have your security settings set so that yu can't download executable files, which is what the Jaws files are.

First, go into Internet Explorer and to the security tab and enable downloading. See below:

Issue
You are trying to download a file or software, but the following message is displayed:
a.. "Your security settings do not allow you to download this file......."

Solution
 a.. Open Internet Explorer.
 b.. Go to Tools/Internet Options/Security/ Custom Level
c.. Scroll to "Launching applications and unsafe file"
   a.. Select "Prompt".
a.. Click on OK to validate.

Now, any time you try to download an "unsafe file", which IE will regard an executable as unsafe, you will get an information prompt; use the notification alt-n to see it. You can select save or open. The save button is a split button, you can select it and have a save-as option if you want.

Subject: [JAWS-Users] help need unable to download using IE or Fire Fox

HI, using win10 latest build I am unable to download jaws. It gets to a
certain percentage and says the download has been blocked ideas please?
Defender is off any suggestions. Could something in the privacy settings be
causing this? I turned practically it all off Microsoft doesn't need all
that crap.
