It could be a RAM issue, but I have seen Outlook run well in systems with only 256 MB of memory under Windows XP. I have also seen it work well on a system, running Vista with 512 MB of memory.
I would guess that there might be something else running on the system that would cause such a problem. One place to look would be security or anti-virus software. Many security software packages will integrate tightly with Outlook and e-mail scanning of some sort may be the cause of the problem. I have not noticed this problem myself, so you might have to look at the security software that is running and see if that might be causing a problem.
