That seems a bit vague, even to me. Do you bring up the file list in the "Open" dialog of Notepad? If so, you also need to change the file type to "all files" to see any PDF document.
I'm thinking that your idea is based on JAWS 2018 with the capability to recognize a PDF file directly from a file list in Windows Explorer, and not opening it. If so, then Notepad has nothing to do with the process -- the virtual viewer will come up without having Notepad open. I'm not sure the requester has said what version of JAWS is being used. Also the context menu that pops up does not say "OCR" it instead says "Recognize with JAWS".
