I noticed the first behaviour in JAWS 18 as well. It doesn't seem consistent, though. In fact, I can't remember the last time that happened. Then again, this could also have to do with the fact that I use firefox; I think it was largely at work that I noticed this issue, and they still used iE. I know I've noted it a bit on this machine, though, too. I don't know what causes it or why it only happens sometimes.
By "no menus"...you mean the ribbons? I'm using Word 2010 as well, but JAWS 18; can't say I've ever had this happen.
