Yes, you don't need a touch screen to use the touch cursor with JAWS just enable it with JAWS key and plus or is it shift and plus on the PC keyboard, I am sure someone will confirm. It is brilliant for flicking around the screen with the arrow keys when the screen is not that accessible.
